10B21 cold heading steel chemical composition C (carbon): 0.18 ~ 0.23; Si (silicon): ≤0.10; Mn (manganese): 0.70 ~ 1.00; P (phosphorus): ≤0.030; S (sulfur): ≤0.035; Boron): ≥0.0008.
Cold forging steel, good plasticity, strength is not too high, heat treatment effect is obvious. Performance and 20 steel are better, generally used for processing fasteners or other structural parts.

Implementation of the standard: the United States standard SAE J403-2001, quite domestic 20MnB
According to GB / T3098.1-2010, new standard can not produce 10.9 bolts, can produce 9.8 below the bolt.
